You see that bar with "Games", "Movies", "Audio", "Art"... below "Newgrounds"? Drag your mouse over the "Art" at the bar, then click on "Submit Yours!". Now the rest you do ;)
PS: Your art needs to be an ".png" ".bmp" ".jpg" or ".gif" file, else you won't be able to upload it to the Art Portal.
